Executive Summary
SB 2170 is awaiting the governor's signature after passing the Conference Committee May 2. The governor has until July 7 to sign the bill, but even without his signature it will become law. The measure would impose an advance disposal fee of 1.5" on each glass container imported into Hawaii from Sept. 1, 1994 to Sept. 1, 1996. After Sept. 1, 1996, the state legislature would establish the fee as needed
