Russia's ministry of healthcare and social development and the federal fund for obligatory health insurance (FFOMS) have worked out a guideline for the unified healthcare modernisation programme for the country's 89 regions, due to come into force in 2011-12. It is published on the ministry's website and local governments have been asked to draft modernisation programmes for their regions and submit them to the ministry by 1 October.
