If Dr Francis Collins, director of the National Institutes of Health (NIH) had just $323m more in his agency's purse, it could do so much more to advance research into Alzheimer's disease, he said in a special funding request, known as a "bypass budget," which was transmitted directly to President Barack Obama, who will subsequently send it on to Congress, without having to go through the normal White House request channels.
