Executive Summary

China's Food Safety Bill is expected to pass despite the many amendments that have been added after four reviews. The legislation stipulates that any violation of the bill would result in liability for civil compensation and administrative penalties. If a violator is unable to pay both, civil compensation will take first priority. This should guarantee that consumers have the means to get compensated if their rights are violated.
