Executive Summary
China's State Council recently made arrangements to deepen the healthcare system reform. The cabinet is pressing for the national essential drug list to be issued this year, with 30 percent of urban community healthcare institutions and county-level grassroots clinics implementing the list by the end of the year. In addition, the State Council is pushing for public hospital reform pilots in early 2010. Informed sources revealed that the upcoming list includes about 600 medicines which have been covered by the drug catalogue of medical insurance. The pilots for public hospital will establish a legal entity, set up a board of management comprising external personnel, reform compensation mechanisms and explore separate systems for effective management and operation.
